Brief Background

1977 - Estates in High Country was Established with a 2 lane Hebron Pkwy and 2 Lane Marsh Ridge

1991 Hebron Expanded 6 lanes - No city funding was available for a Screening wall from the widened Hebron that encroached on existing homes 

1992 Photinias were planted by City as a concession to a screening wall

1997 Marsh Ridge Expanded from 2 to 4 lanes with a similar issue forming like Hebron due to Traffic Growing Pains

1992-2016  Estates in High Country HOA has self maintained the neighborhood side of Hebron

1992-2016 - Landscaping has been replaced many times but now we are in a losing battle with the age of the landscaping and constant bombardment from accidents.

1992-2016 - Traffic Count has gone from a 4500 cars per day to and est 40,000+ combined east and west bound

2016 - Estates In High Country can no longer maintain a quality and uniform corridor look due to the traffic growing pains from the Hebron Corridor.

2016 - Estates in High Country petitions the City of Carrollton for help with a project that will not only screen and protect the homes, but represent our City too.

 

HOA Notes

Of the 101 Homes in the Neighborhood, there are 7 that back Hebron.  All 7 Homeowners are willing to allow their fence to replaced by a screening wall and become an easement.

All homeowners are in favor of a quality screening wall and would prefer it to go as high as 12 feet for noise and visual screening.

Homeowners would like screening wall to be piered, anchored and armored well enough to offer protection from cars.   Some homes have had vehicle damage to structures already.

HOA unanimously agrees that Hebron is one of Carrollton's most prominent Corridors and would like the theme of the wall to represent the city and neighborhood with pride.

HOA would consider structure maintenance past warranty and installation as long as any police report involving accident to the structure is forwarded.

HOA agrees to maintain and irrigate any added landscaping

Estates in High Country is a Voluntary Only HOA and dues are $150 per year.   Average Contribution is 70% of 101 homes.  Roughly $8000.00 Max Annual Budget.

Average Taxable Home Value in Estates in High Country is $475,000.00.   Total City Taxes from Estates is $272,000.00 Est Annually.
